I've been living in Madison Indiana for the last 8 years and have enjoyed the time with my wife and 3 kids in this small town that has very friendly people and the neighborhoods are safe and nice for me and my wife to raise our kids. Madison has all of the shops and restaurants you can need to enjoy the convenient small-town experience. However, you are very limited and what opportunities you have as far as options. There is very little crime in Madison so you can enjoy a safe community without any negative criminal activities.
The best areas in Madison are around Johnson Park where there are nice neighborhoods that have friendly people and lots of amenities and parks to enjoy with your family. There are not a lot of restaurants to choose from in Madison so if you're living here you will need to commute to enjoy a more diverse selection of foods. However, the environment is very beautiful especially around Clifty Falls State Park where there are a lot of nature preserves that are really nice. If you're looking to find a small town with a lot of culture and friendly people to live and raise a family in Indiana, I would highly recommend Madison as a great choice.
